International cooperation leads to more openness and inclusivity.
During the subsequent period Mare ensured a strategic repositioning, recruited a new director, and overhauled the governance-structure, including the role of President Prinses Laurentien. Furthermore, a new organisational structure was developed, a strategy for funding development was devised, and the financial oversight was adapted so that the ECF became eligible for ANBI status. Finally, the collaboration with the Prins Bernhard Culture Foundation was improved.
Meanwhile, new programmes were initiated, with a transparent selection mechanism with clear objectives, that enabled cultural institutes and artists to realise international cultural projects.
In 2009, the European Cultural Foundation faced a big transition. The previous years had been characterised by rising unrest. A switch was taking place in both the organisation and the board. This engendered conflict and resulted in existential questions. Not merely the nature of the project, but also the general usefulness and necessity of the foundation. A report from a generally recognised external adviser further divided the management and the organisation. Mare was asked to devise a rescue plan within a period of 6 weeks.
When this plan was embraced by the board, the board of advisors, management and the team, Mare was assigned to further develop and implement the proposed transition.
